Many countries have embraced privatisation and restructuring whole-heartedly; there is however a recognition that this approach can only generate economic benefits if accompanied by effective regulation and the appropriate technical and organisational measures to ensure that issues of supply security and reliability are fully addressed. PPA is sensitive to the complex range of issues that needs to be balanced in seeking to improve the efficiency of the electricity sector – we recognise that there is no universal panacea to the challenges faced by a complex industry, and that rigorous evaluation of the costs and benefits of alternative approaches is required in order to ensure that appropriate solutions are identified for each situation. |
