Third Party AccessThe rights of third parties (i.e. generators and consumers) to have access to transmission and distribution systems for the purposes of trading electricity are fundamental requirements in any restructured electricity sector.Such third party access (TPA) rules are also a key component of the implementation of the European Electricity Directive. In essence, they require a robust, non-discriminatory and transparent set of technical and commercial provisions to be created governing the basis on which generators, consumers and externally interconnected entities are entitled to connect to, and utilise, the transmission and distribution networks. PPA has advised on the organisation, regulation and pricing of transmission networks as part of electricity sector restructuring and market implementation projects in a number of countries, working with TSOs, market operators and utility companies.
