PPA has extensive experience in the field of electricity metering.

Services provided by the company include the development of wholesale electricity metering arrangements, the identification of metering responsibilities, the design and implementation of metering services and promoting their contestability if necessary, advising on the regulatory and governance arrangements for metering and systems, and, of course, advising on wholesale metering technology and systems. PPA strengths lie in the development of market rules, agreed procedures and technical standards, defining commercial and technical roles, including the roles of meter operators, repairers and owners, and providing advice on institutional arrangements for data collection and usage.

In the area of retail metering, PPA advises on the development of metering and billing systems within the context of loss reduction studies and strategy development and for the purposes of business efficiency improvements.

Recent wholesale metering projects include:

Brazil Electricity Trading System.
PPA was a member of the team responsible for implementation of the new electricity trading arrangements in Brazil under the restructured electricity sector. PPA had particular responsibility for advising on the development of country-wide metering systems to support the new trading and settlement system. PPA also provided agreed procedures for metering operation.

South Africa Development of Multi-Market Model
PPA was appointed as part of a consortium led by SAD-ELEC of South Africa to develop guidelines and market rules for the introduction of new electricity trading arrangements in South Africa. This included developing outline market design principles, reviewing the existing Eskom Power Pool to assess its suitability as a component of the final market arrangements, and developing detailed market rules, an implementation plan and transitional arrangements to cover the introduction of the new Multi-Market Model into the South African electricity sector.

South Korea Korean Power Exchange (KPX) - Implementation of a Two Way Bidding Pool.
PPA assisted PricewaterhouseCoopers in the implementation of a Two Way Bidding Pool as part of the restructuring process in the Korean electricity sector. PPA was responsible for advising on the business rules associated with wholesale electricity metering and the associated data collection processes.
